According to the Twining Partnership Contract signed between the Agency on statistics under the President of the Republic of Tajikistan and the Joint Venture (Consortium) headed by DevStat, the second visit was made during the period from 12-16 March 2018 by the International Expert, Mr. Misha Belkindas on the development of a new National Strategy for the Development of Statistics (NSDS) for 2018-2022.
The main goal of the Expert mission was to provide recommendations to the project team on the main issues to be reflected in the new NSDS.
The recommendations have been given on the full prepared NSDS document, the sub-goals of the program have been finalized, the indicators of Open Data (according to survey where the issue of openness of national statistical systems are under consideration) are updated for Tajikistan compared with other countries in the region as well as the monitoring and results frameworks of NSDS and other have been reviewed.
The presentation was made at the donor meeting, which took place on March 16, 2018 in the AS, which provided brief information on the structure of the new NSDS, the innovations of this strategy and the difference from the previous one.
In particular, it was noted why a new NSDS is required, namely: the previous NSDC was for period of 2012-2016 and the NSDS Project for 2015-2018 is completing; new political realities have been emerged - Sustainable Development Goals for measuring and monitoring of more than 200 indicators, and this require data revolution.
The overall strategic goal (or concepts) of NSDS-2 is to: Modernize statistical processes in the field of development and provision of timely and high-quality information for monitoring of critical government programs in the implementation of the Sustainable Development Goals, ensuring the efficiency of statistical production processes and improving the professional level of employees.
Strategic objectives of NSDS-2:
Goal 1- Increase institutional capacity for the performance effectiveness of the National Statistical System, in particular the Agency on statistics.
Goal 2- Increase the production volume and scale of the open dissemination of official statistics, improve the quality of dissemination of official statistical information.
Goal 3: Improve the statistical production system and official statistical methodology of their formation, creation and development of new statistical areas.
Goal 4 - Improve statistical and statistic-related infrastructure, including IT development.
The Expert, Mr. Misha Belkindas, also provided recommendations on the completion of the NSDS program, submission for consideration and approval to the Government of the Republic of Tajikistan and resolving the issues of financing of this program.
