Target group
ToT will be held at the national level from 3 to 6 July 2018 in the Dushanbe city for GBAO, RRS and Dushanbe city interviewers and at the regional level from 10 to 13 July 2018 in Khujand city for the interviewers of Sogd oblast and from 17 to 20 July, 2018 in Bokhtar city for the interviewers of Khatlon oblast and covers in general more than 75 interviewers.

Scope
Currently, in Tajikistan information on health services utilization and household expenditure is limited in the Household Budget survey (HBs). In the framework of technical assistance on implementation of UHC in Tajikistan (EU-LUX-WHO Project), stakeholders agreed to obtain data on health services utilization and household expenditures through including more detailed questions in existing HBs health module. This approach is cost-effective because data on health services utilization and expenditure will be institutionalized and collected regularly, in the framework of the HBS, which is conducted by the Agency on Statistics under the President of the Republic of Tajikistan (ASPRT).
In December 2016, the questionnaire on the Health module of the HBS was revised and expanded with the WHO support. Health module was piloted from January to March 2017. As per the agreement reached with ASPRT, the revised questionnaire as part of HBS section will be administered on the regular basis, once per year.
In order to implement the above activities, ASPRT requested WHO to provide technical and financial support for the implementation of this survey in 2018, including the revision and elimination of identified questionnaire problems in the piloting process in 2017, the training of trainers (ToTs), the integration of the Health module questionnaire into the HBS software, testing of data quality, data collection, preparation of a database, etc.
Purpose
The main objective of the training of trainers is to build the capacity of the Agency on Statistics under the President of the Republic of Tajikistan regional employees on collection of data on health services utilization of household expenditures. The purpose of the ToT is following:
- presentation and discussion of the revised Health section (sections A, B, C) of Health module of the Household budget survey, based on developed Instruction;
- presentation and discussion of procedures for the provision of health services in health facilities;
- presentation and discussion of the revised Disability section (sections D, E, F) of Health module of the Household budget survey, based on developed Instruction;
- practice on Health module of the Household budget survey, role play and discussion.
ToT trainers are representatives of the Department of demography, labor and household budget survey of the Agency on Statistics under the President of the RT and WHO CO in Tajikistan. The trainer of disability parts of Health module at the national level is the WHO international expert on disability Dr. Carla Sabariego. The working language of ToT is Tajik.
