About the Conference associated with the completion of the Project Implementation of the National Strategy for the Development of Statistics of Tajikistan

On June 26, 2018 the Agency on statistics under the President of the Republic of Tajikistan held the final conference in connection with the completion of the Project National Strategy for the Development of Statistics, the ECASTAT Grant, which started on May 29, 2015 and is completing on June 30, 2018.

The purpose of the one-day conference was to summarize the results of the Project and further develop statistics in the Republic of Tajikistan for 2018-2022. The conference was attended by 75 representatives, including Mr. Majidi Yusuf, Head of the Strategic Planning and Reform Department of the Executive Office of the President of the Republic of Tajikistan, the World Bank Country Manager, Mr. Jan-Peter Olters, Ms. Dovile Minkeviciute, Deputy Project Director of DevStat of the Implementation of the National Strategy for Statistical Development, NSDS/ 01/QCBS/01 Twining Partnership and Mr. Sulton Imomov Director of CaiCo Consulting (Tajikistan), ministries and departments of the Republic of Tajikistan.

Participants of the conference were presented not only the results of the Project, but also the third draft of the National Strategy for the Development of Statistics (NSDS-3) for 2018-2022. The program was developed by the working group of the Agency with the support of experts from the consortium countries. The main objective for presenting the NSDS to a wide audience was to receive feedback and suggestions from the local and international stakeholders before sending the program to the Government of the Republic of Tajikistan and donor organizations.

The partners of the Agency on statistics under the President of the Republic of Tajikistan were: DevStat (Spain) in consortium with: Serviciosde Consultoria Estadistica S.Lis (Spain), UDA Consulting (Turkey), Open Data Watching (USA), Moscow Higher School of Economics (Russia), CaiCo Consulting (Tajikistan), Statistical Office of Lithuania.

Opening the conference, Director of the Agency on statistics under the President of the Republic of Tajikistan Ms. Gulnora Hasanzoda thanked the Government of the Republic of Tajikistan and the World Bank for comprehensive support in the implementation of the National Strategy for Development of Statistics.

 

Mr. Majidi Yusuf, Head of the Strategic Planning and Reforms Department of the Executive Office of the President of the Republic of Tajikistan, in his speech thanked all those present for the successful implementation of the Project National Strategy for Development of Statistics, and noted the following: The main objective of this project was based on the orders and instructions of the Leader of the Nation, the President of the Republic of Tajikistan, Emomali Rahmon regarding the statistical plans, as well as sectoral programs of the Government of the Republic of Tajikistan.

The tasks of the project are reflected in the activities plans on improving the statistical accounting for 2015-2021, approved by the Government of the Republic of Tajikistan. Undoubtedly, one of the important achievements of the national statistical system within the framework of the project is the initiation of digitalization, collection and processing of statistical reports. Along with this, a lot of work has been done to strengthen the information technology infrastructure of statistical bodies, as well as relevant ministries and departments.

Director of the Agency on statistics, Ms. Gulnora Hasanzoda noted that within the course of the Project Implementation of the National Strategy for the Development of Statistics of the Republic of Tajikistan, the Agency on statistics has undergone significant changes and, with the assistance of many experts, significant progress has been made in the implementation of international standards in many industry areas.

More than 50 tasks were achieved: the Draft Law "On Amendments and Additions to the Law of the Republic of Tajikistan on State Statistics" was prepared; 5 surveys have been conducted; new equipment has been installed and a unified data transmission network has been created for electronic reporting and transition to electronic household books; the methodology of statistical accounting in accordance with the international standard has been improved; data dissemination (in standard SDMX format and the open source cataloging system, data documentation initiatives and metadata standards have been installed) has been improved; a new Web site has been created; the capacity of the statistical system staff has been increased; the equipment has been purchased for the Vahdat College of Statistics, Mountain College of Dushanbe and the National University of the Economics Department of the Statistics Faculty, the Institute of Reclamation of the Ministry of Energy and Water Resources; in order to improve the quality of publications, forms of statistical reporting forms, the equipment has been supplied for small printing house of AS and printing houses of the local statistical agencies; more than 90 computers, laptops, 55 tablets, 20 printers, 3 new servers have been purchased for the AS and regional statistical offices of the Agency on statistics, including antiviruses and etc.;

40 expert missions have been conducted on all project subcomponents, more than 20 study tours have been organized for 70 employees of the Agency on statistics and other government agencies in Turkey, Germany, Czech Republic, Poland, the Philippines, Spain, Lithuania, Latvia, Kyrgyzstan, Russia, Azerbaijan, Belarus, Kazakhstan, Moldova, Kyrgyzstan. After training at the Higher School of Economics of the Russian Federation in Moscow, 12 specialists received certificates. The AS organized and conducted training courses in English and Russian languages ​​and also at the end of the courses, the successful students were awarded certificates.

During the Conference, the presentations were made by Mr. Rustam Ziyayev, Project Coordinator about the implementation of the National Strategy for Development of Statistics Project and Dovile Minkeviciute, Deputy Project Director of DevStat on the Twinning Partnership. 

Then the following persons spoke on the issues:

  • Sharifzoda Mehriddin - Deputy Chairman of Zafarabad region: Demonstration (presentation) of electronic household books in jamoats.

  • Aliyev Kodir Alievich - Head of Water Resources and Cadastre Department, Ministry of Energy and Water Resources: Use of water resources.

  • Saidzoda Sadridin - Head of Oil and Gas Production Department, Ministry of Energy and Water Resources: Fuel and Energy Balance.

 Mr. Kulov Abduvali - Head of the Department for Demography and Population Employment of the Agency on statistics: Survey of the use of the time budget on the example of GBAO.

The new draft of the National Strategy for the Development of Statistics Project for 2018-2022 was presented during the conference by the Deputy Director of the Agency on statistics under the President of the Republic of Tajikistan, Mr. Qiyomiddin Davlatzoda.

The implementation of the project on Implementation of the National Strategy for the Development of Statistics of the Republic of Tajikistan was carried out with the support of the Government of the Republic of Tajikistan and Grant of the World Bank in the amount of 2.5 million USD, which was designated for 3 years.

The aim of the Project was to modernize the statistical methodology for producing the most complete and qualitative information ensuring achievement of strategic state goals and objectives, based on the receipt and analysis of full, reliable, scientifically based official statistics on the social, economic, demographic and ecological situation of the Republic of Tajikistan in accordance with the main requirements for monitoring the macroeconomic situation and poverty, and other main objectives of the General Data Dissemination System (GDDS) and the Special Data Dissemination Standard.
